India’s Language Policy for people with hearing and speech impairment, Abhimanyu Sharma

The aim of the paper is to investigate India’s language policy for people with hearing and speech impairment, with a special focus on the Indian Sign Language. The point of departure of the paper is the neglect faced by the hearing and speech impaired in social policy and political discourse. This neglect of the needs of the hearing and speech impaired leads to feelings of low self-esteem and high out-of-school rates among such children. By examining policy legislation and their implementation in two policy domains, namely the media and education, I analyse to what extent recent policy changes have addressed the needs of the hearing and speech impaired. Finally, I also propose four policy recommendations in order to bring out a more inclusive policy for the affected groups.
